Candidate petitions available for April elections next week

Residents interested in candidacy during the April 2, 2019 Consolidated Election may take their first steps to appear on the ballot starting next week.

Candidate petition information packets will be available starting September 18, 2018 during normal business hours. For city or village positions, packets are distributed from the city/village clerk’s office. School board packets are distributed from the St. Clair County Clerk’s office at the courthouse.

Eligible candidates must be 18 years old and have one-year residency in the municipality/ward/school district preceding the consolidated election. School board candidates, additionally, “shall not be a child sex offender as defined in Section 11-9.3 of the Criminal Code of 2012.” 

Petition signature requirements will vary based on the position for candidacy. City/village signature requirements are “not less than five percent nor more than eight percent of the number of persons who voted at the last regular election.” Those numbers are available from the St. Clair County Clerk and may be available from the municipality upon request. School board signature requirements are “at least 50 qualified voters or 10 percent of the voters, whichever is less, residing in the district.” 

Petitions may be filed by mail or in person by either the candidate or a representative of the candidate from 8:00 a.m. December 10, 2018 through 5:00 p.m. December 17, 2018.

The Illinois State Board of Elections (ISBE) recommends that all prospective candidates consult with competent legal counsel when preparing their nomination papers. The ISBE Candidate’s Guide states “candidates are strongly advised to obtain legal counsel regarding their qualifications for office, the proper method for completing the petition forms for a specific office, the minimum and maximum number of signatures required, the qualifications of the signers and circulators, etc.”

The available positions for candidacy are:

• City of Lebanon: 4-year term for all Ward aldermen

• City of O’Fallon: 2-year term for Ward 5 alderman and 4-year term for all Ward aldermen

• Village of Shiloh: 4-year term for three at-large Trustees

• Central School District 104: 4-year term for three board members

• Lebanon Community Unit School District 9: 4-year term for three board members

• O’Fallon Community Consolidated School District 90: 4-year term for three board members

• O’Fallon High School District 203: 4-year term for three board members

• Shiloh Village School District 85: 4-year term for three board members
